A town somebody drew on paper
Ridley Park was designed before it was built. Isaac Hinckley, who ran the Philadelphia, Wilmington and Baltimore Railroad, formed the Ridley Park Association in late 1870 and had it chartered May 26, 1871. Robert Morris Copeland laid out the curving streets and dammed the lake. The first passenger trains stopped October 19, 1872. A Frank Furness hotel went up in 1873 and came down in 1904. The borough incorporated in 1887 and covers 1.07 square miles with 7,186 people.
The houses follow. The Inquirer’s own survey of the town put it as singles mainly, with a few smallish twins and rows, from 40 to 140 years old, on lots that are usually 50 by 100 feet. So one block is 1890s Victorian and the next is a 1955 rancher, and the loan changes with it. Anything built before 1978 brings the lead-paint rule into the appraisal, along with the roof and the mechanicals; the appraisal guide has the whole list. None of it stops a loan on its own.
The resale certificate, and the town next door
The borough requires a resale certificate of occupancy before you sell or lease, with the application at least 30 days out, at $100 for a private residence or duplex and $50 per reinspection. Termite, chimney, electrical and heating certifications come with it, which means four contractors and four calendars, so start on day one of the contingency period.
If the address says Ridley Park but the deed says Ridley Township, the rules change: the township wants sidewalks, curbs and driveway aprons finished before it issues its certificate.
What it sells for
Twenty-two closings in July 2026, ten fewer than a year earlier, with the middle one at $309,500 and a typical 19 days to contract. Two months before that, May came in at $334,950 on 32 sales. That’s what a small borough’s month-to-month numbers do. Read the count alongside the median every time.
At $309,500, a 3.5% FHA down payment is about $10,833, and the 2026 county FHA limit of $630,200 is nowhere near binding.
The county’s $10,000, and where it lands
Delaware County lists Ridley Park as a Revitalization community, so the Homeownership First loan is forgiven after five years of living in the house instead of repaid at sale. Up to $10,000 toward down payment and closing costs, at 0%.
Every other term comes off the county’s 2026 program summary (delcopa.gov), effective June 1, 2026. First-time means no home owned in three years. At least $1,000 of your own money goes in. Liquid assets have to be $15,000 or less. Eight hours of group counseling, plus one individual session. Income limits run from $68,750 for one person to $129,600 for eight. The county rewrites that sheet every program year, so check the live one before you plan.
The gate is the $290,000 sale price cap sitting just under the borough’s median. On the lower half of this market, ten thousand forgivable dollars is most of a down payment.
The bill, and the year that explains it
The borough is at 4.80 mills for 2026 with a 1% earned income tax. That rate is the end of a story. Ridley Park raised property tax 17% for 2024 after the owner of Taylor Hospital stopped paying its taxes. Prospect Medical filed for Chapter 11 on January 12, 2025, and Crozer Health closed Taylor and the rest of its hospitals that spring. The borough’s October 21, 2025 preliminary budget cut millage back toward 2021 levels, trimmed the trash and sewer fees, and added the earned income tax to pay for it. Ask the borough for the adopted trash and sewer numbers; the preliminary figures were $390 per unit and $575 per equivalent dwelling unit.
Ridley School District was at 29.472 mills for 2025-26, which put the county’s combined table at 38.881 mills, about $7,776 a year on a $200,000 assessment. Get the current district rate before you trust any escrow line. Transfer tax is the standard 2%.
Trains, Boeing and the lake
Two Regional Rail stations sit inside the borough, Ridley Park at 201 E. Hinckley Ave and Crum Lynne at 350 W. Ridley Ave, both Zone 3 on the Wilmington/Newark Line. On the timetable effective July 5, 2026, train 2882 leaves Ridley Park at 6:33 and reaches 30th Street at 7:04, 31 minutes; Crum Lynne runs 33. The first inbound leaves at 5:44 and the 7:53 express is at 30th Street by 8:19.
Boeing’s plant, in Ridley Township with a Ridley Park mailing address, employed about 3,700 people as of July 2026, and the White House’s proposed budget would end CH-47 Block II funding, which could stop Chinook production by 2030 unless Congress acts. Worth knowing if the household income depends on that gate.
The borough’s own parks plan, dated March 27, 2026, counts about 32 acres of parkland maintained at roughly $3,875 an acre. It keeps Copeland’s original designs at East Lake Park, with the boat house, the stone benches and the historic pump house. What residents want most, the plan says, is a path the whole way around the lake. Red, White and Ridley Park ran July 4, 2026: parade at 10, paddle boats and food trucks through the afternoon, fireworks over the water at dusk.
