Newer stock, and a boundary that runs through the middle
Glen Mills is an address, and it isn’t a government. The 19342 ZIP is split between Concord Township, which is in Garnet Valley School District, and Thornbury Township, which is in West Chester Area School District.
The housing is the county’s newer end. Concord went from 6,933 people in 1990 to 17,231 in 2010, a 73.5% jump in that one decade, and 18,295 by 2020. What went up in those years is planned subdivisions on former farm ground, the kind of names you see on the listings: Concord Hunt, Fox Hill Farm, Greystone, The Ridings in Concord. Fox Hill Farm is the 55-plus anchor, 491 homes built between 1995 and 2003 by McKee Builders, 338 single family and 153 carriage homes, off Smithbridge Road, with a 14,000 square foot clubhouse. Concordville still holds colonial-era houses and a Quaker meetinghouse. Thornbury is the large-lot side, and its population actually fell from 8,028 in 2010 to 6,904 in 2020.
Houses from the 1990s and 2000s bring their own list: original HVAC reaching the end, builder-grade roofs at 25 years, stucco and window details worth an inspector’s time. It’s fine, it’s fixable, same as anywhere. Older than your grandmom isn’t the problem out here.
Sewer, septic and the practical stuff
Concord runs its own public sewer system out of 43 South Thornton Road and publishes a 2026 fee schedule along with an Act 537 plan that divides the township into sewer planning districts. A notice dated June 17, 2026 warned Veolia Water customers that a billing delay would put two quarters of sewer charges on one bill, which is the sort of thing you want to know before you budget an escrow.
On-lot septic still exists out here, and that’s the surprise on this side of the county. The county Health Department takes those questions at 484-276-2100. If the house you want is on a system, get the inspection scheduled early. A failed field is a five-figure conversation, and it belongs in the offer while you’ve still got a contingency.
What Glen Mills sold for
Seventy-two closings in July 2026, down from 94 the year before. The middle one went for $699,500, and the typical one took 34 days to get to a contract, eleven days slower than 2025 (Movoto). The 19342 ZIP came in at $699,000 on the same 72 sales.
For scale, Zillow put the whole county’s home value index at $369,806 on July 31, 2026. Glen Mills runs at nearly twice the county figure, and the loan math follows from that.
The 2026 FHA limit on a one-unit house in Delaware County is $630,200. The conforming limit is $832,750. So at this price the first question is which program the price fits inside. That’s a five-minute conversation and it’s worth having before you write anything.
Two townships, two tax stacks
Concord Township charges 0.9313 mills for 2026. The township’s own example: $150,000 assessed times 0.9313 equals $139.70 of township tax. Garnet Valley School District set 20.6047 mills for 2026-27, up about 3.5% from 19.908. With the county’s 4.6090 that’s roughly 26.14 mills on a Concord parcel.
Thornbury’s a different animal. The county’s 2026 tax table lists Thornbury Township at 0.0000 mills for township purposes. West Chester Area School District approved 12.22 mills for its Delaware County properties on May 28, 2026, part of a $344,989,797 budget, a 7.6% increase that the district put at about $433 a year on average. With the county that’s roughly 16.83 mills.
Two houses a mile apart in the same ZIP, two very different bills. That’s why nobody in Delco should compare mills across a township line without pulling the actual parcel. And since the county reassessed effective January 1, 2021, the assessment underneath all of it sits close to market.
Transfer tax is the standard 2%, half state and half local, customarily split between the parties. On a $699,500 sale that’s $13,990.
The local calendar
Rachel Kohl Community Library at 687 Smithbridge Road serves five municipalities and has been in its current building since 1989. Its fall book sale runs September 25 through 27, 2026, and its annual dinner fundraiser is September 15. Concord Community Day is September 12, 2026. Cheyney University, partly in Thornbury, breaks ground on a new athletics complex on September 15, 2026.
There’s no Regional Rail out here. Wawa station on the Media/Wawa Line reopened August 21, 2022 with a parking garage, and Elwyn is the next one up. Everything else is Route 1 and the Conchester, which is its own kind of patience.
